Territorial Commanders

A Territorial Commissioner (Commander) must maintain an unblemished character in his public and private life, and in every other way be a pattern of love and holiness, self-denial and activity, in order to maintain the dignity of his position, and sustain the character and promote the welfare of that portion of The Army placed uder his charge.
