Incident Commander

The Planning Lead is responsible for assessing community needs during a disaster relief operation and recommending appropriate short- and long-term Salvation Army assistance programs to meet those needs.

 The Planning Section is the least used by The Salvation Army. Most planning decisions are made by the divisional Policy Group in consultation with the Incident Commander. On large disaster relief operations that require long-term service plans that extend for several years, however, the Incident Commander may assign a Planning Chief to develop specific recommendations for consideration by the divisional Policy Group.

A qualified Planning Lead will have successfully completed:

 National Disaster Training Program courses (Introduction to Emergency Disaster Services, Foundations of Emotional and Spiritual Care, Disaster Food Service and Canteen Operations)

• ICS Canada or Salvation Army I-100 Introduction to Incident Command System
• ICS Canada or Salvation Army I-200 Basic Incident Command System – ICS for single resources and initial action incidents
• ICS Canada or Salvation Army position specific training for Planning Lead
• Necessary equipment operation requirements for the province/territory in which you are deployed.

• Working knowledge of all Salvation Army emergency social services primary services programs, EDS programs and Salvation Army Social Service programs is an asset.
• Respect and understanding of The Salvation Army - its mission, culture, and values.

• Submits incident status reports.
• Facilitates the planning process.
• Manages the planning cycle.
• Manages the creation of the demobilization plan.
• Prepares, collects, evaluates, and disseminates incident information and uses it to develop the IAP.
• Facilitates incident information to maintain situational awareness (current and future).
• Provides periodic predictions on incident potential and incident courses of action.
• Assess community needs and recommend appropriate Salvation Army assistance programs to meet those needs.
