About the Annual Mission Impact Review

The Annual Mission Impact Review (AMIR) is a territorial process that creates space for Corps Officers/Leaders, local leaders and Area Commanders (ACs) to reflect together on the life and mission of the corps. The AMIR is designed to celebrate what God is doing, identify areas of growth and challenge, consider where support may be needed, and strengthen plans for the year ahead.

The AMIR is completed across the territory every two years. The next AMIR will take place in 2027 and will reflect on ministry during 2026. All corps will participate in the 2027 cycle.

The process is intended to be more than the completion of a form. It is an opportunity for prayerful reflection and meaningful conversation between the corps and divisional leadership, with input from the Corps Council and other local leaders wherever possible.

Annual rolls review: Although the AMIR is biennial, the review and updating of membership rolls remains an annual responsibility and follows its own annual process and timeline.

The AMIR process

The AMIR follows a simple process of preparation, conversation, reflection and follow-up:

  1. Prepare
Review the current Local Action Plan and Growth History Report, gather input from the Corps Council/local leaders, and begin drafting responses to the AMIR questions.
  2. Draft
Complete an initial draft of the AMIR before the in-person meeting with the Area Commander. Responses may be saved in the AMIR form and updated as the process continues.
  3. Meet
Meet in person with the Area Commander to reflect on ministry progress, strengths, challenges, community impact, leadership, priorities and areas where support may be helpful. Local leaders should be included wherever possible.
  4. Review and Finalize
Following the meeting, make any needed revisions to the AMIR response. A response should only be identified as a Final Response once it is complete and has been reviewed with the Area Commander.
  5. AC Post-Meeting Reflection
The Area Commander completes a separate Post-Meeting Form for each corps, providing observations on strengths, progress, challenges, gaps and practical ways DHQ and THQ may provide support.
  6. Follow Up
THQ Corps Mission reviews the AMIR responses and AC Post-Meeting Forms to identify themes, celebrate progress and help inform divisional and territorial support and planning.

Guide for Corps Officers/Leaders

The Corps Officer/Leader is responsible for coordinating the corps response and ensuring that the final AMIR accurately reflects the conversation and discernment of the local ministry.

Step 1: Prepare

  • Confirm the date of your in-person AMIR meeting with your Area Commander and allow sufficient time for meaningful conversation.
  • Gather the current Local Action Plan and Growth History Report.
  • Invite input from the Corps Council and other appropriate local leaders before completing the first draft.
  • Review the AMIR questions together and consider ministry progress, spiritual and congregational health, leadership, community impact, challenges, emerging opportunities and support needs.
  • Begin completing the AMIR questionnaire before your meeting with the Area Commander. The questionnaire is intended to support the conversation, not replace it.

Step 2: Meet with Your Area Commander

  • Meet in person with your Area Commander to review and discuss your draft responses.
  • Share what God has been doing in and through the corps, including areas of progress, challenge and learning.
  • Review progress on the Local Action Plan and discuss priorities or adjustments for the year ahead.
  • Identify practical areas where divisional or territorial support may strengthen the corps and its mission.
  • Include members of the Corps Council/local leadership in the conversation wherever possible and make space to pray together for the corps and its community.

Step 3: Review and Submit Your Final Response

  • Following the meeting, review your responses and make any revisions needed to reflect the conversation with your Area Commander.
  • Upload the current Local Action Plan and Growth History Report.
  • Indicate whether the response is a Draft or Final Response.
  • Select Final Response only when the AMIR is complete and the responses have been reviewed with your Area Commander.
  • Submit the final AMIR by the published deadline.
Guide for Area Commanders

Area Commanders play an important role in the AMIR by creating space for reflection, coaching and support, and by providing additional perspective through the required Post-Meeting Form.

Step 1: Prepare

  • Schedule an in-person AMIR meeting with each corps in your area early enough to allow all meetings and submissions to be completed by the deadline.
  • Review the corps’ current or previous Local Action Plan and Growth History Report before the meeting.
  • Review the corps’ draft AMIR response when available so that the meeting can focus on conversation, discernment and support rather than simply completing the form.
  • Encourage the Corps Officer/Leader to involve the Corps Council and other appropriate local leaders in the process.

Step 2: Hold the In-Person Meeting

  • Facilitate a reflective conversation about leadership, congregational health, community impact, progress on the Action Plan, significant challenges and emerging opportunities.
  • Celebrate areas of progress and evidence of God at work in and through the corps.
  • Explore areas where coaching, divisional support, territorial resources or other assistance may be helpful.
  • Clarify any areas of the draft AMIR response that would benefit from further reflection or revision.
  • Meet with Corps Council/local leaders wherever possible and pray together for the ministry and community.

Step 3: Complete the AC Post-Meeting Form

  • Complete one Post-Meeting Form for each corps following the in-person meeting.
  • Provide a detailed and thoughtful reflection based on your observations and the discussion.
  • Identify strengths and progress, significant challenges or gaps requiring attention, and practical ways DHQ and THQ can provide meaningful support to the officer/leader and corps.
  • Consider leadership, congregational health, community impact and alignment with the corps’ Action Plan.
  • Submit the Post-Meeting Form promptly so that follow-up and territorial analysis can begin.

Important: The AC Post-Meeting Form does not replace the corps’ AMIR response. Together, the Final AMIR Response and the AC Post-Meeting Form provide two complementary perspectives on the ministry and its support needs.

What happens after the AMIR?

The AMIR is intended to support ongoing mission, not simply produce a completed form. Once the cycle closes, THQ Corps Mission reviews the Final AMIR Responses and Area Commander Post-Meeting Forms to develop a broader picture of ministry across the territory.

  • Identify common themes, strengths, challenges and emerging opportunities across corps and divisions.
  • Celebrate areas of progress and ministry impact.
  • Identify recurring support needs that may be addressed through divisional or territorial resources, training, coaching or partnerships.
  • Prepare divisional and territorial reporting to support leadership discussion, planning and decision-making.
  • Encourage ongoing follow-up between Corps Officers/Leaders, Corps Councils and Area Commanders around the priorities identified through the AMIR and the corps’ Local Action Plan.

The goal is for the AMIR conversation to contribute to an ongoing rhythm of reflection, action and support between review cycles.

Frequently asked questions

Select a question to read the answer.

Do I need to complete the AMIR all at once?

No. You may work on your AMIR over time before submitting your final response. We encourage Corps Officers/Leaders to begin early and take time to reflect on the questions with their local leadership team.

If your responses are being saved through your browser or the online form, be mindful that clearing browser data or changing devices may affect your ability to return to an unfinished response.

Should I complete the AMIR on my own?

While only one AMIR response is required for each corps, the process is intended to include input from others.

Corps Officers/Leaders are encouraged to involve appropriate local officers and leaders in reflecting on the corps’ ministry, progress, challenges and priorities before meeting with their Area Commander.

One person should be responsible for completing and submitting the online form on behalf of the corps.

Should my Area Commander see my AMIR before I submit my final response?

The AMIR should form part of your conversation with your Area Commander.

You may prepare and share a draft with your AC before or during your meeting. Following your conversation, you may make any necessary revisions before submitting your Final Response.

A Final Response indicates that the AMIR is complete and has been reviewed with your Area Commander.

What is the difference between a Draft and a Final Response?

When submitting your AMIR, you will be asked to indicate whether the response is a Draft or your Final Response.

Draft – The response is still being developed and may be revised following further reflection or discussion with your Area Commander.

Final Response – The response is complete, has been reviewed with your Area Commander, and is ready to be considered the corps’ final AMIR submission.

Each corps should ultimately have one Final Response.

When should the AMIR be completed?

The AMIR should be completed according to the timeline provided for the current review cycle.

Corps Officers/Leaders should prepare a draft before meeting with their Area Commander and submit their Final Response following that conversation and before the final submission deadline.

Please refer to the Key Dates section above for the deadlines for the current AMIR cycle.

Can I complete the AMIR using a smartphone or tablet?

Yes. The AMIR form can be accessed using a computer, tablet or smartphone.

For longer written responses and document uploads, you may find it easier to complete the form using a computer.

Do I need to review the corps rolls as part of the AMIR?

The review of the five primary corps rolls is an annual requirement and should continue each year, regardless of whether an AMIR is being conducted.

During an AMIR year, the rolls review forms part of the broader annual review process. Corps Officers/Leaders should ensure that their rolls are current and that any required updates have been completed.

How can I share my AMIR responses with my Area Commander?

If you would like to provide your Area Commander with a copy of your responses before or during your meeting, you may save or print your response as a PDF.

When using your browser’s print function, select Save as PDF as the printer or destination. This can make longer responses easier to review and ensures that the complete text is visible.

Can I return to my AMIR after submitting it?

If the online form provides the option to save or edit your submitted response, be sure to use the Save Response option presented after submission.

This will allow you to retain access to the response if revisions are required before it is marked as your Final Response.

Once your AMIR has been identified as your Final Response, further changes should only be made where necessary.

Do I need to use my @salvationarmy.ca account to access and submit the AMIR?

Yes. You must use your @salvationarmy.ca account to access and submit the AMIR.

This helps ensure secure access, appropriate information management and the ability to securely submit supporting documents.

What if I am responsible for more than one corps?

A separate AMIR is required for each corps.

If you are responsible for more than one corps, complete the full AMIR process separately for each location so that the reflection, Action Plan, ministry context and support needs of each corps can be considered independently.

How do I submit an AMIR for more than one corps?

Complete and submit the AMIR for the first corps. Then return to the AMIR form and begin a new response for the next corps.

Be sure to clearly identify the appropriate corps in each submission and complete a separate Final Response for each corps for which you are responsible.
