What is the LEADS Capability Framework?

Put simply, it is a description of the ingredients essential for good leadership. It’s how we can understand the capabilities expected of an organizational leader in the Army.

The LEADS framework gives us common language to describe the capabilities and competencies expected of leadership across all levels of our organization. It’s important not to look at LEADS as a model or program; it is the lens we use to understand leadership as more than simply a role or position.

LEADS defines leadership capabilities within five domains. While the list is not exhaustive, it shows us a clear overview of the capabilities we expect from our leaders. These need to be combined with the development of the technical skills required in each ministry alongside a commitment to our mission and values. Each of the five LEADS capability domains is divided into four capabilities.

In developing these capabilities, individuals in the Army will grow in their skill and confidence as a leader. The onboarding and integration of the LEADS Capability Framework in the Canada and Bermuda Territory is a vital first step towards building a culture of responsible leadership.

How well do you know yourself? How well do you lead yourself?

In the Lead Self domain, emotional intelligence connects all of four capabilities of a self-aware leader. This term describes the intra- and inter-personal aspects of intelligence. It underlies most components of self-leadership, including: attitude, motivation, trust, influence, interpersonal communication, self-control, and problem-solving.

"What makes a leader truly effective? Is it their vision, strategy, or expertise—or is it their ability to engage and inspire others to move forward together?"

Engaging others is essential to leadership. Leaders inspire and energize teams through influence, communication, and clear expectations. They provide vision, foster teamwork, and prioritize the well-being of themselves, their team, and their Ministry Unit to advance The Salvation Army’s mission.

"What sets great leaders apart? Is it their ability to dream big, or their commitment to turning vision into reality?"

The LEADS framework aligns with The Salvation Army’s value of stewardship: leaders manage resources to achieve results. They set direction, align decisions with vision and evidence, take action, and evaluate outcomes. Achieving results within our complex organization requires engaging others, developing coalitions, and transforming systems.

"How can leaders multiply their impact and achieve greater results? What makes collaboration a true advantage?"

Salvation Army leaders must know how to develop coalitions to create strategic partnerships that drive mission success. Strong coalitions enable Salvation Army leaders to navigate challenges and maximize their influence in the communities of our world.

"What does it take to lead lasting change in a complex organization? How can leaders shape the future while staying true to their mission?"

The Systems Transformation domain equips leaders to create strategic change that advances The Salvation Army’s mission. Leaders must understand their perception of change, reflect on their learning, and take action. Success requires engaging key players in shaping mission priorities and collaboratively planning for meaningful transformation.
